FREQUENTLY ASKED QUESTIONS

How do I register as an employer for payroll in Ireland?

To pay employees in Ireland, you must first register as an employer for PAYE (Pay As You Earn) purposes with Revenue.

This is done via the Revenue Online Service (ROS). Sole traders and partnerships typically use the TR1 form, while limited companies use the TR2 form.

Once registered, Revenue will issue a registration number, allowing you to access Revenue Payroll Notifications (RPNs) for your staff. At Irish Accounts, we can manage this entire setup process on your behalf to ensure you are compliant from day one.

What are the mandatory payroll deductions for Irish employees?

As an employer, you are legally required to deduct several items from your employees’ gross pay before they receive their net wages. These include:

  • PAYE (Income Tax): Calculated based on the employee’s tax credits and cut-off points.
  • PRSI (Pay Related Social Insurance): Contributions for both the employer and employee.
  • USC (Universal Social Charge): A tax on total income.
  • LPT (Local Property Tax): If an employee has opted to pay this through their salary.
  • Pension Auto-Enrolment: With the 2025/2026 rollout of the “My Future Fund” scheme, many employers must now also deduct and match pension contributions for eligible staff.
What is PAYE Modernisation and how does it affect my business?

PAYE Modernisation is Ireland’s real-time payroll reporting system. It requires employers to report pay and deductions to Revenue on or before each payday.

Gone are the days of annual P35 returns; instead, you must submit a Payroll Submission Request (PSR) every time you run payroll (weekly, fortnightly, or monthly).

This ensures Revenue has live data on tax and PRSI. Failure to submit in real-time or submitting incorrect data can result in significant statutory penalties.

What are Enhanced Reporting Requirements (ERR) in Ireland?

Introduced in 2024, Enhanced Reporting Requirements (ERR) mandate that employers electronically report certain non-taxable benefits to Revenue at the time they are provided. This includes:

  • Remote Working Allowance: The €3.20 per day tax-free payment.
  • Travel and Subsistence: Payments made for business trips.
  • Small Benefit Exemption: Vouchers or gifts (up to €1,000 per year) given to employees. These must be submitted via ROS before the payment is made, and our payroll team ensures these specific reporting obligations are integrated into your monthly cycle.
